The idea of spending $250,000 to develop them is out of line and another couple of hundred thousand to build them plus maintain them? This all sounds like chump change when it is not the king of toilet's money. What brought this up was the fact that Randy also was instrumental in banning duct tape and spray paint. The spray paint ban resulted in a spike in grafitti vandalism. And if you go to the Rose festival Parade this year you will see him personally removing tape and citizens...
